Jazz is a feeling you can't learn, you have to experience it. Of course I do agree with you if you say 'but we have to learn notes and everything that comes with it'. Yes, this makes it easier to play with a band, so they know what you're talking about. But there are still legends who dont need it. Jazz is music you have to understand, let go, be a part of it, and let it take you where it goes.
From a singer point of view, If you have a good Jazz band believe me you can go anywhere you like. I'd like to give my attention to a few Jazz female singers, who inspired a lot of singers (like me) now these days, like Joss Stone and many others. First of all Aretha Franklin the godmother of Jazz, Blues, Soul, Pop. Her music is timeless. Ella Fitzgerald, Nina Simone, Billie Holiday, and many others: if you really like to know about Jazz listen to one of these singers.
Jazz is a feeling, enjoy it!
